From September 2026, the biggest expansion of Free School Meal (FSM) eligibility in years will come into effect across England, bringing significant changes for schools, caterers and, most importantly, families.

The changes are expected to make more than half a million additional children eligible for a free school meal, helping to reduce financial pressures on families while ensuring more pupils have access to a nutritious meal during the school day.

What's changing?

From the start of the 2026/27 academic year, all children living in households that receive Universal Credit will be entitled to Free School Meals, removing the previous household earnings threshold of £7,400 for eligibility.

To support the new system, two categories of benefits-based Free School Meals will be introduced:

• Targeted Free School Meals – for children in households receiving Universal Credit with annual earnings of £7,400 or less. These pupils will continue to attract additional funding, including Pupil Premium and other disadvantage-related support.
• Expanded Free School Meals – for children in households receiving Universal Credit with earnings above £7,400. These pupils will receive a free meal but will not attract the additional funding linked to Targeted FSM.

What does this mean for schools?

For many schools, these changes will mean a noticeable increase in the number of meals served each day. Planning ahead will be key, from reviewing kitchen capacity and staffing levels to considering dining space, service times and menu planning.

Schools will also need to ensure eligible families are encouraged to apply and that eligibility checks are completed before the October census. Accurate registration is essential, not only to ensure children receive their entitlement from the beginning of term, but also to ensure schools receive the funding available to support the increased provision.

While the expansion will undoubtedly increase demand, it also presents an opportunity to encourage more children to enjoy healthy, nutritious school meals every day.
